Ramil Alfonso joined Telos in 2012, and serves as technical director for cyber operations and defense development group. He has 15 years’ experience in professional software development, working with a wide range of technologies and platforms from micro-controllers all the way up to mainframes. Additionally, Ramil has interests in cloud computing, big data, and mobile application development.

Ramil is a Certified Secure Software Lifecycle Professional (CSSLP), Microsoft Certified Professional (MCP) and Microsoft Certified Solutions Developer (MCSD). He holds a Bachelor’s Degree in Computer Engineering from La Consolacion University.

Tom has extensive knowledge and expertise in managed attribution, obfuscation, and encryption for cloud and premise-based networks. Leveraging over 40 years of experience in systems and network integration, Tom is an expert in secure wireless and mobility solutions, including the application of wireless technology to voice, video, and data operational environments. At Telos, Tom drives the strategy and direction for the company’s cloud-based managed attribution products and services business and, in turn, provides industry leadership for the development of obfuscation technologies to help eliminate attack surfaces targeted by cyber adversaries.

Tom is a member of the Armed Forces Communications and Electronics Association’s Department of Defense Mobility Working Group. He holds multiple Product Management certifications.

Hugh Barrett is vice president of technical solutions for Telos Corporation. He has worked closely with Telos customers in the Intelligence Community, Federal Civilian and DoD for over fifteen years, and has dedicated much of the past four years to consulting and product development in support of the Risk Management Framework (RMF) transition. He is chief architect of Xacta Continuum™ for automating key tasks in continuous monitoring, and directs development efforts for the Xacta Assessment Engine for A&A automation.

Hugh is a Certified Information Systems Security Professional (CISSP), and a Certified Secure Software Lifecycle Professional (CSSLP). He graduated with a degree in Computer Science from the State University of NY College at Brockport.

Capasso was commissioned upon graduating from the Air Force Academy in 1978 and embarked upon a career that covered all aspects of information technology and aerospace operations. His assignments included command, control, communications and computer (C4) leadership roles at United States Transportation Command (USTRANSCOM) and United States Africa Command (AFRICOM) before completing his service in the office of the Air Force CIO and retiring in 2011.

Prior to joining Telos in 2016, Lisa spent 15 years at Microsoft where she began as a solution sales specialist and worked her way to general manager, responsible for developing and managing all aspects of a high-growth U.S. services business focused on the commercial, mid-market commercial, and partner space. She spent her early career in partner consulting, performing a variety of consulting, management, business development and sales activities.

Col. Stephen P. Corcoran USMC (Ret) is the director of cyber strategy for Telos Corporation. In this position, he assists the Department of Defense and the Intelligence Community in developing and implementing full spectrum cyber capabilities and specialized mission applications.

Col. Corcoran spent 28 years in the United States Marine Corps specializing in information technology support in austere environments and retired in 2012. He was the first Marine to command the Joint Communications Support Element (Airborne), the Department of Defense’s premiere communications and information technology organization. Under his direction and command, the Joint Communications Support Element expanded into a global force provider and network provider with onsite forces in each of the Geographic Commands. The expansion occurred while the Element simultaneously provided a high level of support to Special Operations Forces in the United States Central Command area of responsibility, which includes Iraq, Afghanistan, and Pakistan. Steve was the driving force behind synchronizing conventional and Special Operations Forces’ unique command, control and intelligence support requirements with innovative technological solutions.

Col. Corcoran has also held key staff positions of national significance with the United States Central Command in support of combat operations. Throughout his career, he has commanded at every level possible, provided operational C4ISR support at every Marine echelon and Special Operations Task Force, and has contributed and participated in virtually every major operation and combat action in the last 28 years. Col. Corcoran has been recognized for heroism and exceptional meritorious service in both peacetime and war. He attended every level of service school, earning academic honors, and was an instructor at the Marine Corps Amphibious Warfare School. He holds a Master of Arts in Military Studies and a Master of Science in National Policy and Strategy.

Ben Cronin is an account manager at Telos Corporation, and a graduate student at Georgetown University, pursuing a master’s degree in Cybersecurity Risk Management. In his role at Telos, Ben supports new and on-going customers in the private sector, managing relationships across the defense industrial base, state and local government, and independent software vendor communities. He is hyper-focused on helping customers reduce the obstacle of regulatory compliance by leveraging a combination of proprietary compliance software and cyber consulting services.

Born and raised in Reston, VA, Ben gained early exposure to the federal market when he interned with MicroLink LLC, U.S. Congressman Christopher Smith (NJ-04), and Optimal Research, a contract research organization (CRO). After graduating from James Madison University, Ben moved into the field of cybersecurity.

Robert DuPree is manager of government affairs at Telos Corporation, a position he has held since 2008. He is responsible for monitoring, analyzing and reporting on legislative and political developments in the U.S. Congress and the executive branch that might impact Telos operations and future planning, particularly with respect to the federal budget, appropriations process, national defense and cybersecurity. He serves as a liaison for Telos Corporation with public officials at the congressional and state levels.

Prior to joining Telos, Robert worked in Washington, D.C., for over two decades, serving as legislative director for a senior member of the U.S. House of Representatives and then as a government relations professional and senior executive with a national manufacturing trade association.

He also spent thirteen years as a local government official, serving on the Loudoun County (Va.) Planning Commission and the Loudoun County School Board, and was chosen by his peers to chair both bodies. Robert is a graduate of the University of Virginia, and has been a resident of Ashburn for over 25 years.

Frank Johnson is strategic content director for Telos Corporation’s marketing and strategy team, responsible for putting into words the value of the company and the benefits of its solutions and services. He has more than 30 years’ experience in information technology marketing, including creative direction, branding, positioning, writing, and creative promotional thinking.

Frank spent the first decade of his career working for business-to-business advertising agencies before moving to the client side. He has an extensive knowledge of a broad range of markets and technologies, including cyber security and IT compliance; secure wireless networks; identity management; master data management; Internet and e-commerce solutions; business process management; satellite and fiber-optic communications; financial services; and business and professional services.

Frank is a graduate of the University of Virginia with a bachelor’s degree in government, and also did post-graduate studies in the university’s public policy and administration program.

John Klemens is technical director of information assurance solutions, where he is responsible for ensuring the business area’s needs are met with regard to the use and integration of IT and IA tools and technologies to provide the right solutions for customers. Prior to assuming this position, John was a business practice director for information assurance, where he was responsible for business development and the supervision of teams performing certifications of government systems in accordance with NIST and OMB guidance.

John, who originally joined Telos in 1991, has also served the company as an engineer. He has worked in similar positions with SRA International, Exodus Communications and Booz Allen Hamilton. John began his career as an officer in the U.S. Army. He earned a B.S. in computer science from Ohio University and an M.S. in information systems from the Air Force Institute of Technology. John is a Certified Information Systems Security Professional (CISSP) and has been a member of ISC2 since 2000.

James Leach has had a distinguished career in high-tech marketing, business development, sales, and C-level leadership. He is an award-winning business-to-business (B2B) and business-to-government (B2G) marketer and an expert in marketing communications and demand generation.

During his career, Mr. Leach has been an integral part of the leadership teams that have brought to market innovative digital infrastructure solutions including: data centers, cloud computing, virtual private networks (VPNs), application hosting, cybersecurity, content delivery networks (CDNs), Domain Name System (DNS) services, and web performance monitoring and testing.

Mr. Leach is proud to serve on the Board of Directors and the Executive Committee of the Northern Virginia Technology Council (NVTC), one of the most influential tech associations in the United States. In 2020, he was elected by the Loudoun County Board of Supervisors to be the Chair of the Loudoun Economic Development Advisory Commission (EDAC). Dawn Lucini is the director of aviation security. Former TSA branch chief, airport policy, for the Transportation Sector Network Management (TSNM) Commercial Aviation Division, Dawn offers a wealth of experience and industry relationships to augment the company’s burgeoning airport and airline security business.

Dawn is also the former airport security administrator for the McCarran International Airport in Las Vegas, Nevada, where she was responsible for the airport’s security program, policies and procedures and oversaw the airport’s explosive detection canine unit and the badging and fingerprinting office.

Dawn began her aviation career at ACI-NA, rising to senior manager, regulatory affairs, responsible for assisting in the strategic development of ACI-NA’s policy on Public Safety & Security and Facilitation issues. Dawn worked with the newly created TSA on developing and implementing new security procedures and requirements for airports. In 2001, the U.S. Attorney General appointed Dawn to the congressionally mandated Data Management Improvement Act Task Force, charged with making recommendations to the U.S. Congress on methods to streamline use of technologies and procedures allowing for more efficient facilitation of travel, tourism, and commerce to the United States. Dawn was instrumental in coordinating activities with the organization’s Public Safety & Security and Facilitation Committees while acting as technical advisor on relevant ACI-NA legislative initiatives.

Vince Scheivert is the Director of Technical Strategy at Telos Corporation. In this position, he is focused on delivering robust cybersecurity solutions to K-12 and higher education institutions, as well as state and local governments. Before his role with Telos, Vince spent 19 years leading public sector technology departments throughout Virginia and Pennsylvania. Most recently he was the Assistant Superintendent of Digital Innovation for Loudoun County Public Schools, supporting a school division of 90 schools, over 85,000 students and 15,000+ employees. During his tenure at Loudoun County, his team successfully deployed individual learning devices (Chromebooks) to all K-12 students without increasing the operational budget and completed a 100+ mile dark fiber optic construction project that included fully transitioning all primary resources to the cloud.

Prior to joining Loudoun County Public Schools, Vince led school district technology implementation programs in Pennsylvania and Virginia with a focus on digital equity and implementing sound cybersecurity practices. During his tenure as the Chief Information/Technology Officer with Albemarle County Public School, he garnered national recognition for his work to eliminate the digital divide. In one of the first programs of its kind in the country, he directed a school division program to install fiber optic cable connecting school and local government facilities and eventually connected families to high-speed Internet service in historically underserved areas of the county. In 2015, the Consortium for School Networking recognized Vince with its National CTO of the Year award.

Vince is active in national organizations like Digital Promise, the Alliance for Excellent Education, The Consortium of School Networking, and The International Society for Technology. Vince is a graduate of Temple University and earned his master’s degree from George Washington University.

Richard Tracy joined the Telos in October 1986 and held a number of management positions within the company’s New Jersey operation. In February 1996, he was promoted to vice president of the Telos information security group and in this capacity established a formidable information security consulting practice. In February 2000, Rick was promoted to senior vice president for operations. Since that time, Rick has pioneered the development of innovative and highly scalable enterprise risk management technologies that have become industry-leading solutions within the federal government and the financial services verticals. He is the principal inventor listed on four patents and seven patents pending for Xacta IA Manager. He assumed the role of chief security officer in 2004.

He has spent five years managing the implementation, operations, and maintenance of Telos ID’s Designated Aviation Channeler (DAC) system for 45 separate airport customers and six air carriers that manage over 700,000 aviation workers. He has proven success in providing responsive and robust solutions, and integrating components into cohesive systems to meet customer specifications.

John B. Wood is CEO and Chairman of the Board of Telos Corporation, a leading provider of continuous security solutions and services for the world’s most security-conscious agencies and organizations. In these roles, he orchestrates the company’s support of corporations and government agencies worldwide in cyber, cloud and enterprise security. With the company since 1992, John is a leading voice on bringing together the private and public sectors to address cybersecurity issues. He is a frequent speaker on cybersecurity at industry and government events, and testified at a congressional committee hearing on “Cybersecurity: What the Federal Government Can Learn from the Private Sector.”

As CEO, John has diversified the company’s product portfolio and expanded its footprint to include commercial enterprises, the military, civilian and intelligence agencies of the federal government, and allied nations around the world. Under John’s leadership, Telos offerings have become the official messaging system of record for the Department of Defense and the database of record for the U.S. Intelligence Community.

An active member of the greater Washington, D.C. business community and a vocal champion of civic entrepreneurship, John was the founding chairman of the Loudoun County (Va.) CEO Cabinet, part of the Loudoun County Chamber of Commerce, and served for five years as chairman of Loudoun County’s Economic Development Commission. He currently serves on the board of the Wolf Trap Foundation for the Performing Arts, and is the Chairman of the Alliance for Digital Innovation, an independent voice calling for greater use of commercial innovation and emerging technologies throughout government.

In addition to his work in technology, the local community and the arts, John’s philanthropic efforts support STEM education, humanitarian relief and more. Since 2012, John has served as the Chairman of the Board of Directors for the Tragedy Assistance Program for Survivors (TAPS), a national organization that provides care and support for the families of America’s fallen military heroes. He also served 10 years on the Board of Directors of Project Rebirth, a nonprofit organization that serves veterans and first responders affected by tragic loss and celebrates the resiliency of the human spirit. He has over twenty years of experience in business and technical analysis, software development, and project and program management spanning various industries and technical platforms.
