Tom Badders is a Senior Product Manager at Telos Corporation, a leading provider of cyber, cloud and enterprise security solutions for the world’s most security-conscious organizations. Tom’s focus is on network capabilities to protect organizations and individuals from cyber threats. Tom has extensive knowledge and expertise in managed attribution, obfuscation, and encryption for cloud and premise-based networks. Leveraging over 40 years of experience in systems and network integration, Tom is an expert in secure wireless and mobility solutions, including the application of wireless technology to voice, video, and data operational environments. At Telos, Tom drives the strategy and direction for the company’s cloud-based managed attribution products and services business and, in turn, provides industry leadership for the development of obfuscation technologies to help eliminate attack surfaces targeted by cyber adversaries.

Hugh Barrett is chief product officer of Xacta for Telos Corporation. He is the chief architect and directs development efforts for the Xacta product suite. He has worked closely with commercial, federal, and international Telos customers for over fifteen years, dedicating much of this time to cyber risk management consulting and product development. He joined the company in 1999 and has also served as vice president of product development and technical solutions. Prior to joining Telos, he held the position of Sr. Product Manager for Information Builders in NYC. Mr. Barrett holds a bachelor’s degree in Computer Science from the State University of New York College at Brockport. He is also a Certified Information Systems Security Professional (CISSP) and a Certified Secure Software Lifecycle Professional (CSSLP).

Lee Canterbury is responsible for Telos corporate growth, including growth strategy, business development operations and support, and sales. He brings nearly four decades of experience successfully implementing business development strategies for commercial organizations serving the private and public sectors. Having led strategy and business development efforts across numerous federal government agencies, he holds a track record of funded contract awards valued at over $6 billion.

Prior to joining Telos in 2022, Lee served in executive positions at SAIC, General Dynamics IT, and other federal technology companies.

He is the founder of non-profit The Noble Group.

Lee holds two bachelor’s degrees from West Virginia University, and two master’s degrees in business management and engineering management from George Washington University. He has completed the Harvard Business School Executive Leadership Series.

Maj. Gen. Paul Capasso joined Telos Corporation in 2012 as the company’s vice president, strategic programs, following a 30-year career in the Air Force. Maj. Gen. Capasso was commissioned upon graduating from the Air Force Academy in 1978 and embarked upon a career that covered all aspects of information technology and aerospace operations. His assignments included command, control, communications and computer (C4) leadership roles at United States Transportation Command (USTRANSCOM) and United States Africa Command (AFRICOM) before completing his service in the office of the Air Force CIO and retiring in 2011.

Chief of Cyber Strategy

Col. Stephen P. Corcoran USMC (Ret) is the Chief of Cyber Strategy for Telos Corporation and the portfolio manager for the managed intelligence and cyber analytics practice. In this position, he assists the Department of Defense, Special Operations Community, the Intelligence Community and commercial institutions with innovative and advanced cyber capabilities. He is a co-inventor on a Telos Corporation patent for cyber intelligence analysis and visualization.

Prior to Telos, Col. Corcoran spent 28 years in the United States Marine Corps specializing in synchronizing operational, intelligence and information technology support in expeditionary environments. He was the first Marine to command the Joint Communications Support Element (Airborne), the Department of Defense’s premiere communications and information technology organization. Under his direction and command, the Joint Communications Support Element expanded into a global force provider and network provider with onsite forces in each of the Geographic Commands and United States Special Operations Command.

Throughout his career, he has commanded at every level, provided operational C4ISR support at every echelon of Marine Air Ground Task Forces and Special Operations Task Forces and he attended every level of service school earning academic honors. During his career he had assignments with the 26th Marine Expeditionary Unit (Special Operations Capable), 6th Marine Regiment, the 2nd Surveillance, Reconnaissance and Intelligence Group, 2nd Marine Expeditionary Brigade, 1st marine Air Wing and was an instructor at the Marine Corps Amphibious Warfare School. He holds a Master of Arts in Military Studies and a Master of Science in National Policy and Strategy. Col Corcoran has been awarded the Defense Superior Service Medal, the Legion of Merit, the Bronze Star, the Combat Action Ribbon and other personal, unit and campaign awards.

Robert DuPree is manager of government affairs at Telos Corporation, a position he has held since 2008. He is responsible for monitoring, analyzing and reporting on legislative and political developments in the U.S. Congress and the executive branch that might impact Telos operations and future planning, particularly with respect to the federal budget, appropriations process, national defense and cybersecurity. He serves as a liaison for Telos Corporation with public officials at the congressional and state levels.

Prior to joining Telos, Robert worked in Washington, D.C., for over two decades, serving as legislative director for a senior member of the U.S. House of Representatives and then as a government relations professional and senior executive with a national manufacturing trade association.

He also spent thirteen years as a local government official, serving on the Loudoun County (Va.) Planning Commission and the Loudoun County School Board, and was chosen by his peers to chair both bodies. Robert is a graduate of the University of Virginia, and has been a resident of Ashburn for over 25 years.

Ian Fagan currently serves as the Chief Information Security Officer (CISO) at Telos Corporation. In this role he is responsible for the company’s information and data security, including security operations, cyber risk management, security architecture, incident response, and overall security governance and much more.

Prior to Telos, Ian worked in the financial, healthcare, and educational industries. He is currently certified as a Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Data Privacy Solutions Engineer (CDPSE), Offensive Security Certified Professional (OSCP), Certified Ethical Hacker (CEH), Computer Hacking Forensic Investigator (CHFI), ISO 27001 Certified Lead Implementer Professional (ISO27001CLIP), Cybersecurity Maturity Model Certification Registered Practitioner (CMMC RP), Microsoft Technology Associate (MTA), Microsoft Certified Professional (MCP), Security+, Network+, and A+. Dawn Lucini is the director of aviation security. Former TSA branch chief, airport policy, for the Transportation Sector Network Management (TSNM) Commercial Aviation Division, Dawn offers a wealth of experience and industry relationships to augment the company’s burgeoning airport and airline security business.

Dawn is also the former airport security administrator for the McCarran International Airport in Las Vegas, Nevada, where she was responsible for the airport’s security program, policies and procedures and oversaw the airport’s explosive detection canine unit and the badging and fingerprinting office.

Dawn began her aviation career at ACI-NA, rising to senior manager, regulatory affairs, responsible for assisting in the strategic development of ACI-NA’s policy on Public Safety & Security and Facilitation issues. Dawn worked with the newly created TSA on developing and implementing new security procedures and requirements for airports. In 2001, the U.S. Attorney General appointed Dawn to the congressionally mandated Data Management Improvement Act Task Force, charged with making recommendations to the U.S. Congress on methods to streamline use of technologies and procedures allowing for more efficient facilitation of travel, tourism, and commerce to the United States. Dawn was instrumental in coordinating activities with the organization’s Public Safety & Security and Facilitation Committees while acting as technical advisor on relevant ACI-NA legislative initiatives.

As a Chief Technology Officer at Telos Corporation, Bill leads the delivery of cyber security solutions, secure infrastructure, and integrated services to enterprise clients. His expertise in network engineering and cyber security enables him to develop innovative technical solutions with tangible integration strategies that deliver new operational capabilities while accelerating productivity growth.

Prior to his role at Telos Corporation, Bill held key leadership positions at renowned companies such as UiPath, Red Hat, and Symantec. He has also served in various technical and leadership roles in the United States Air Force. From being the Chief Technology Officer at HQ Air Combat Command (ACC) Cyberspace & Information Dominance to holding senior positions in network engineering and cyber security, he played a vital role in enhancing the Air Force’s technological capabilities and maintaining a competitive edge.

Bill holds a Master’s degree in Telecommunications Management from Oklahoma State University and is an Air Command and Staff College (ACSC) graduate. He also earned a Bachelor of Business Administration in Management Information Systems from Wayland Baptist University.

Shawn Riley serves as the director of cybersecurity science for Telos Corporation, bringing over 30 years of extensive experience in information security. His journey began in the U.S. Navy’s Cryptology Community, where he honed his skills in information operations and assurance. Shawn has over 20 years of executing the cyber mission in customer environments within the defense and intelligence community. His deep expertise earned him the prestigious title of Lockheed Martin Senior Fellow, an accolade reserved for the top 0.1% of technical staff.

Since 2011, Shawn has been a pioneer in integrating explainable artificial intelligence into the cybersecurity landscape and driving integrated adaptive cyber defense in collaboration with government, industry, and academia. His innovations include the development of expert systems, hybrid AI models, and intelligent cyber digital twins. These contributions have revolutionized threat intelligence, risk assessments, and automated cyber defenses.

Diagnosed with Asperger’s Syndrome (AS)/Autism Spectrum Disorder (ASD) in his late 30s, Shawn offers a distinct, neurodiverse perspective to cybersecurity. This unique cognitive approach makes him particularly adept at identifying less obvious vulnerabilities and biases. As senior vice president of technology solutions, Josh Salmanson leads a team of software architects and engineers in driving system integration and innovation to shape, enable, and position Telos products and offerings. Josh has 30 years of experience as a senior cyber and information technology executive with a record of success leading technology and solutions for organizations serving commercial and government customers.

He has led multiple high-performance teams on large programs of record for leading systems integrators and aerospace and defense firms, and is recognized as one of the “2020 Top 25 Cyber Execs to Watch” by Washington Exec.

Prior to joining Telos in 2022, Josh held technical and leadership roles at multiple dot-coms, startups, consulting groups, and systems integrators including Lockheed Martin, Parsons, NCI, and ECS.

Josh has been a member of Concurrent Technologies Corporation (CTC) Technical Advisory Board since 2021. He has been recognized as a certified “Qualified Technical Expert” by the Digital Directors Network as a “board room-ready” technology and cybersecurity expert. Josh is active in CyberPatriot and STEM outreach efforts.

Rick Tracy is a Telos alum who worked for the company from 1986 to 2022 when he retired.  After retirement, he continues to support Telos as a strategic advisor. In 2000, Rick co-invented the Xacta cyber risk management platform, which served as the model for the current-day IT Governance Risk and Compliance (GRC) industry.  Despite being retired, Rick is unable to shake his interest in cyber risk and compliance management and continues to advise and write about various cyber risk and compliance management topics.

He has an extensive background in identifying threats and developing unique problem resolutions to ensure mission success. Phil comes from eight years of work within Naval Special Warfare in support of DoD, Special Operations, and the Intelligence Community requirements, giving him experience with executive level strategy, managing cross functional teams, risk mitigation, and navigating the complexities of large organizations. Phil is a participant in the DoD Skillbridge Transition Program.

Keith Wojciech has over 20 years of experience as product manager, technical lead, network engineer, and systems and cybersecurity administrator. In these roles, Keith has designed, developed, implemented, and maintained multiple enterprise cloud-based and on-premise biometric (including state-of-the-art mobile touchless fingerprinting technology) and cryptographic cybersecurity and identity management solutions for numerous government and commercial entities worldwide including the Federal Bureau of Investigation, Transportation Security Administration, the United States Census Bureau, and a large number of U.S. airports and aviation-related companies.

During his tenure at Telos, John has diversified the company’s product portfolio and expanded its footprint to include commercial enterprises, the military, civilian and intelligence agencies, and allied nations around the world.

Over the course of his career, John has established himself as a trusted leader who brings together the private and public sectors to address critical cybersecurity issues. He is a frequent speaker on cybersecurity at industry and government events, and has testified at congressional committee hearings on cybersecurity. He was named a “Tech Titan” by Washingtonian magazine, and received the Committee on Economic Development’s “Leadership in the Nation’s Interest Award.”

An active member of the greater Washington, D.C. business community and a vocal champion of civic entrepreneurship, John was the founding chairman of the Loudoun County, Va., CEO Cabinet, and served for five years as chairman of Loudoun County’s Economic Development Commission. He currently serves on the board of the Wolf Trap Foundation for the Performing Arts, and is the former chairman of the Alliance for Digital Innovation, an independent voice calling for greater use of commercial innovation and emerging technologies throughout government.

Since 2012, John has served as the chairman of the board of directors for the Tragedy Assistance Program for Survivors, a national organization that provides care and support for the families of America’s fallen military heroes. He also served for ten years on the board of directors of Project Rebirth, a nonprofit organization that serves veterans and first responders affected by tragic loss and celebrates the resiliency of the human spirit. In 2017, John accepted Trout Unlimited’s Corporate Conservation Partner designation on behalf of Telos for the company’s support of TU’s Veterans Service Partnership, a program that helps the veteran community find hope and healing through fly fishing and conservation.

Dan Zwart joined Telos in 2008, and serves as a project manager for the Xacta product suite. He has over twenty years of experience in business and technical analysis, software development, and project and program management spanning various industries and technical platforms. In addition to project management of the Xacta product suite, Dan leads the Business Analysis and Content Management teams.

Dan is a Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP) and a Certified Scrum Master (CSM). He holds a Bachelor’s Degree in Computer Science from Messiah College in Grantham, PA.
